Kenya Kwanza Members of the National Assembly (NA) and Senate revealed that President William Ruto instructed them to table a bill granting Azimio Chief, Raila Odinga, constitutional powers to execute his opposition mandate.
Speaking to the press after the Parliamentary Group meeting on Monday, December 5, the MPs confirmed that Ruto wants them to formulate a law creating the position and office of the Official Opposition Leader.
The developments came amid calls from Raila and co-principal Kalonzo Musyoka for the government to allow a fully operational opposition to provide checks and balances.
Insiders revealed that the bill will be among the first tabled in Parliament after the lawmakers return from their recess.

However, Ruto warned Kenya Kwanza affiliates who were warming up to the opposition and joining hands in criticising the government.
He explained that while the legislature was mandated to keep the executive in check, several lawmakers were overstepping their mandate and overshadowing the opposition.
“Sometimes there is the temptation to join the opposition in doing certain things. Avoid the urge to do so when they are doing their job,” Ruto cautioned.
Amid criticism of the state lifting the ban on genetically modified organisms (GMO) maize and launching the Hustler Fund, the President insisted that MPs were his footsoldiers in ensuring he delivers to Kenyans.
“Let us take advantage of Parliament so you can prosecute the government’s agenda and articulate the issues that concern your constituents. You have a huge stake in its success,” he reiterated.
On his part, the leader of the majority in the national assembly, Kimani Ichungwah, assured the head of state that the legislature will undertake its roles effectively.
“We have committed to keeping our government in check to ensure accountability and that we can deliver on that huge agenda that we promised the people of Kenya,” Ichungwah remarked.
Meanwhile, Deputy President Rigathi Gachagua announced that the National Government Constituency Development Fund (NG-CDF) was already disbursed to sub-counties.
MPs have been pushing for the return of the funds outlawed by the Supreme Court.
