MCAs Vote to Impeach Kawira Mwangaza

  • All 67 Members of the Meru County Assembly who were present on the evening of Wednesday, December 14, voted to impeach their embattled Governor Kawira Mwangaza.

    The lawmakers argued that Mwangaza had repeatedly abused her office.

    The impeachment motion was tabled for, a second time, by the leader of the Minority Dennis Kiogora who presented, among others video clips, to back his accusations against the Governor.

    When the MCAs initiated the impeachment debate on the morning of Wednesday, Mwangaza had refused to appear before the Assembly to defend herself.

    The Governor argued that the choice by MCAs to table the impeachment motion again was in contempt of the court.

    “Proceeding with the impeachment process would amount to ingeniously perpetuating the very mischief meant to be cured by the conservatory orders of the honourable court,” stated Mwangaza’s lawyer Elias Mutuma.

    The impeachment motion was initiated on Tuesday, December 6, where the MCAs accused the embattled governor of irregular appointments, nepotism and unlawful dismissal of county officials. 

    “Take notice that pursuant to the provisions of Standing Order No. 65 (2) I, Dennis Kiogora a Member of the County Assembly of Meru representing Abogeta West and the Minority Chief Whip proposes to move the following motion in the County Assembly of Meru,” Kiogora, the Minority Whip in the Assembly read as he proposed the motion at the time.

    The tussle between the lawmakers and the Governor emanated from her choice to appoint her husband, Murega Baichu, as the Patron of the Meru Youth Service without conducting a transparent and competitive recruitment process. 

    Kiogora also highlighted the appointment of Baichu as the Meru Hustlers Ambassador arguing that it violated the County Governments Act.

    The impeachment motion was tabled just six days after Meru High Court nullified the first motion tabled by the Assembly.

    With the impeachment, Mwangaza could choose to file a suit at the High Court against the County Assembly. Failure to which, the motion will be tabled at the Senate to have her vacate the office.
