CS Duale Hits Out at Senator Over Censure Motion Against Ruto

Environment Cabinet Secretary Aden Duale on Tuesday broke his silence over Makueni Senator Dan Maanzo’s move to file a motion seeking to censure President William Ruto.

Responding to the censure motion, Duale hit back at the Senator and even went as far as claiming that the motion will go nowhere since it is not anchored on strong legal footing.

In Duale’s view, the censure motion has no constitutional or procedural basis in parliamentary parlance and that anyone seeking to question the President’s conduct must follow the laid down constitutional provisions.

“You are therefore certainly out of order! Anyone wishing to remove a State Officer from office must follow the laid down, clearly prescribed, and express constitutional provisions”, the CS wrote.

Earlier in the day, Maanzo filed a motion to censure President William Ruto claiming the Head of State has consistently violated the constitution.

According to the senator, President Ruto failed in his responsibility to protect Kenyans from police brutality at the height of the Gen Z protests. The lawmaker also submitted that the president has crippled devolution by failing to ensure timely disbursement of equitable share to the the devolved units.

The senator also claimed that the president has attempted to bulldoze a series of unpopular policies such as the Social Health Insurance Fund (SHIF), the Affordable Housing programme and the Adani takeover of the Jomo Kenyatta International Airport (JKIA).

“Now therefore, the Senate under Standing Order 101(1) expresses displeasure and disappointment with the conduct of Dr William Ruto as the President of Kenya and censures him,” Senator Dan Maanzo’s motion read in part.

Political observers believe Maanzo’s motion is a political card being played by Wiper as the political outfit seeks to flex its political muscle especially after failing to land any cabinet positions in the last reshuffle done by President William Ruto.

Speaking during the Memorial Service of the Hillside Endarasha Academy Fire victims on September 26, Wiper Party leader Kalonzo Musyoka and his Azimio co-principal Eugene Wamalwa vowed to support Deputy President Rigathi Gachagua against the impending impeachment.

“We have a nation to model together. I never liked pretence, there is tension in this country. Political tension. When the moment comes, we will always be there for the people of Nyeri,” Kalonzo stated.

“The country is bigger than all of us. Respect is vital in this country,” he added.
