List of Top 10 Counties That Surpassed Revenue Targets & By How Much

Kirinyaga Governor and Council of Governors Chairperson Anne Waiguru, on Thursday, hailed county governments for recording an increase in their Own Source Revenue (OSR) amid an impending probe by senators citing losses through such county systems.

She acknowledged that counties reported an increase of Ksh58.95 billion from the system, effectively hitting 72.8% of the annual target.

The revenue reportedly includes a Facilities Improvement Fund (FIF) collection which amounted to Ksh16.66 billion. 

In total, she noted that the OSR performance is a 55.91% increase from last year’s.

The governor further provide a list of the top 10 counties that registered the largest increase including her own Kirinyaga County, which came at number 3 with a 118.4% increase. 

Turkana County registered the highest improvement with 241.2% followed by Vihiga County with an increase of 136.3%.

Lamu, Nandi and Wajir counties took the fourth, fifth, and sixth positions with an increase of 116.2%, 113% and 110% respectively.

Garissa was the second county from the North Eastern region to make the top 10 list with 108.2% and closely followed by Nyeri with 106.1% and Samburu at 104.1%.

Murang’a County ended the list with a 100.2% increase.

Nairobi, Mombasa, and Kisumu counties were conspicuously missing on the list even though they have been projected to have the most potential in revenue sources.

This development comes barely a week after senators reported that they would be starting a probe on the counties following a report that they were running losses in the billions through the system.

A June 2022 Report by the Commission on Revenue Allocation (CRA) revealed that counties could be making 7 times more than they currently are through the system which is up to Shs216 billion.

The devolved units have consistently failed to reach their targets leading since devolution since 2013 when the program started.
